WARNER MENDENHALL
I have been active politically all my life. Beginning with two terms on Akron City Council in the early 1990s, I have helped citizens fight corruption and the abuse of power of local governments throughout Ohio. During my time on the city council, I felt that the city law department was not giving me accurate answers so I went to law school. After getting licensed in the late 1990s, I won my first cases exposing block grant fraud and defending Charter Amendments in Akron and knew that I had found my calling.

David Haron
David Haron is Of Counsel to Hoyer Law Group, PLLC. David specializes in False Claims Act, Health Care, SEC, and Employment cases in which his wisdom and expertise in these practice areas are tremendous assets for the firm’s whistleblower and employment practices.
David also represents medical providers, businesses and individuals in compliance, regulatory, transactions and litigation related matters, and serves as an arbitrator and mediator for the American Arbitration Association and as a mediator for FINRA.

Logan Trombley
I have worked at The Law Offices of Warner Mendenhall, Inc. since 2016 starting as a law clerk and now am an associate attorney. Like Warner Mendenhall, I have a strong interest in public service. I have served in the United States Army National Guard and Army Reserve in varying capacities since 2010 from the rank of Private to First Lieutenant. I am currently a Civil Affairs officer in the Army Reserve as a governance and foreign-culture expert. Outside of work, I enjoy reading history, traveling, and experiencing new cultures throughout the world. I was born and raised in Northeast Ohio, so I am an adamant – albeit cursed – Browns fan who has a fierce loyalty to our community. I live in the city limits of Cleveland and regularly commute to our office in Akron and courts throughout Northeast Ohio. I love the public service, challenging work, and the local impact of our mission-oriented practice at The Law Offices of Warner Mendenhall.

Brian Unger
aggressively protect the rights of my clients in the areas of criminal defense, civil rights litigation, constitutional law, bankruptcy, municipal law, real estate law, and False Claims Act litigation. Neither I nor my firm are intimidated by corporate entities or government actors, and we’ve made it our mission to fight for those who have been wronged by either. I always seek justice whether in or out of the courtroom, and pride myself on being available for my clients and making sure that all of their questions are answered.
I worked with Warner and the team for several years in Ohio, and we are expanding. In 2021 I relocated to the Boston, Massachusetts area to expand the firm and to provide the same great service to clients in Massachusetts that I am known for in Ohio.

Thomas W Connors
I graduated from John Carroll University, where I studied sociology and philosophy. I then went on to study law at Case Western Reserve University and Cleveland State University. While in school, I served as bailiff at the Cuyahoga County Court of Common Pleas.
After graduating from law school, I served on active duty as a prosecutor, defense counsel, and command advisor in the JAG Corps of the United States Navy. I am retired as a Commander in the United States Naval Reserve. Prior to joining The Law Offices of Warner Mendenhall, I was a partner at Black McCuskey, Souers, Arbaugh in Canton for over 30 years.
When I am away from the office, you can find me spending time with my family and playing soccer.

John Pfleiderer
A native of Columbus, I earned my B.S. in Financial Investments Management from the Fisher College of Business at Ohio State University. Following graduation, I worked in large-scale government contracting for the Battelle Memorial Institute, helping to secure awards for projects totaling billions of dollars in funding. My work included contracting projects for the Department of Health and Human Services, which encompasses the Food and Drug Administration, the Centers for Disease Control, the National Institutes of Health, and the Biomedical Advanced Research and Development Authority (BARDA), among others.
I attended law school at the University of Akron where I graduated Magna Cum Laude and earned the CALI Excellence for the Future Award for receiving the highest score in Business Associations and Corporate Law. I was also a member of the nationally recognized Akron School of Law Trial Team and Client Counseling Competition Team.

Sean Estes
Sean Estes is a founding member of Hoyer Law Group, PLLC. Sean works out of the firm’s Tampa, Florida office where he serves as managing partner.
Sean comes to the Hoyer Law Group from James Hoyer, P.A., where he litigated a wide array for employment cases, whistleblower matters, and class actions for more than a decade. He is a Super Lawyers Rising Star in the area of employment law, a distinction given to only the top 2.5% of attorneys under 40 in Florida.

Jesse Hoyer Estes
Jesse Hoyer is a founding member of Hoyer Law Group, PLLC. Jesse works in the firm’s Tampa, Florida office where she oversees the False Claims Act qui tam division, with a focus on education fraud.
Jesse comes to Hoyer Law Group after nearly a decade at James Hoyer, P.A., where she also prosecuted numerous qui tam cases in the education fraud arena, earning herself a reputation as one of the leading authorities in for-profit college whistleblower cases.
She has successfully guided clients in their battles against these entities, including EDMC, one of the largest for-profit college systems in the country, Corinthian Colleges, which ultimately was forced to shutter its campuses, and Ed4Mil, a company that targeted active duty military and veterans to get their Tuition Assistance and G.I. Bill dollars.


Neil Ognibene
Neil Ognibene is an attorney licensed to practice in the Commonwealth of Virginia and specializes in federal employment law. Neil works out of the firm’s Tampa, Florida office.
Neil comes to the Hoyer Law Group by way of the Whistleblower Law Firm, where he also handled numerous federal employment cases from intake to resolution.
Neil is dedicated and hardworking and is a proven asset to the firm’s growing team of attorneys. He has a wealth of knowledge and experience in the federal employment space stemming from his investigation firm that he started in 2009. Neil contracted with several federal agencies to investigate complaints of federal employment discrimination, generating invaluable experience and connections that he now leverages for his clients.

David Fulleborn
David Fulleborn is the Senior Employment Counsel at Hoyer Law Group, PLLC. He works closely with partner Dave Scher on employment and whistleblower cases.
David comes to Hoyer Law Group after working with Dave Scher at James Hoyer, P.A. where he was an Of Counsel attorney. Prior to joining James Hoyer, P.A., David spent more than seven years working for a prominent national firm where he investigated and prosecuted employment and whistleblower claims on behalf of individuals. His experience varies widely, and includes fighting discrimination under Title VII, the ADA, and FMLA, as well as battling retaliation under state and federal whistleblower protection laws including the False Claims Act, Whistleblower Protection Act, Dodd-Frank Act, and various OSHA administered statutes.

Jim Ross
Jim Ross is the lead investigator for Hoyer Law Group, PLLC. Jim comes to the Hoyer Law Group, PLLC, from James Hoyer, P.A., where he investigated scores of cases for 18 years. Prior to that, Jim spent 25 years investigating fraud, corruption and wrongdoing in public and private office. His investigative work includes integrating computer databases and other technological tools into cutting-edge investigations that yield the best possible results for individual clients.
Prior to working for private law firms, Jim worked for the Economic Crimes Unit of Florida Attorney General Bob Butterworth, where he successfully conducted legal investigations involving tens of millions of dollars in cases against banks, insurance companies, publishing companies and funeral homes.
